Pakistan has officially lifted the ban on its citizens seeking employment in Uzbekistan. The Bureau of Immigration and Overseas Employment (BE&OE) has issued new guidelines to ensure the safety and well-being of Pakistani workers.

According to an official circular, the Pakistani Embassy in Tashkent recommended lifting the restriction on employment opportunities for Pakistanis in Uzbekistan. Following this recommendation, the Bureau of Immigration announced the resumption of work visa registrations at all Protectorate Offices across the country.

The government had previously imposed a temporary ban in December 2024 due to reports of delayed salary payments and poor working conditions for Pakistani laborers in Uzbekistan. However, after successful negotiations with Uzbek authorities and improved labor conditions, Pakistan has decided to allow its citizens to work in the Central Asian country once again.

Workers seeking employment in Uzbekistan must adhere to strict safety protocols set by the Bureau of Immigration:

  1. Mandatory Registration – All workers must obtain a work visa and register at designated Protectorate Offices before departure.
  2. Employer Verification – Employment agencies must verify that their Uzbek employers have no prior complaints or violations.
  3. Scrutiny by the Pakistani Embassy – The embassy will confirm the legitimacy of new job demands, ensuring favorable work conditions and financial stability of the hiring company.
  4. Accountability of Employment Promoters – Overseas Employment Promoters (OEPs) must submit satisfactory reports proving that Uzbek employers will uphold workers’ rights and ensure fair wages.

Pakistani workers who have obtained an Uzbek work visa independently can now complete the screening process and register at Protectorate Offices under the Direct Immigration Program. Similarly, individuals recruited through authorized Overseas Employment Promoters will have their documentation processed under the Government-Approved Demand Program.

The Bureau of Immigration has directed all concerned departments to strictly follow the new regulations to prevent future labor exploitation. This includes enhanced scrutiny of employment contracts, regular communication with Pakistani workers, and legal assistance for those facing difficulties abroad.

Why Was the Ban Imposed?

In December 2024, Pakistani workers in Uzbekistan reported delays in salary payments and substandard working conditions. The government intervened by temporarily halting employment to ensure worker safety. After diplomatic discussions and commitments from Uzbek employers, conditions have now improved, leading to the ban’s removal.

With this decision, Pakistan aims to expand job opportunities for its workforce while safeguarding their rights abroad. The move aligns with the government’s broader strategy to facilitate legal overseas employment, ensuring economic stability for Pakistani workers and their families.
