Canada to Recognize Palestinian State at UN Assembly in September

TORONTO – Canadian Prime Minister Mark Carney announced on Wednesday that Canada will formally recognize the State of Palestine during the 80th United Nations General Assembly this September, marking a major foreign policy pivot in response to Israel’s military actions in Gaza.

Carney said the decision aligns with a growing international consensus calling for action in light of worsening humanitarian conditions in the war-torn enclave. “The level of human suffering in Gaza is intolerable,” he stated at a press conference in Ottawa. “Canada is compelled to act.”

Canada’s recognition will be conditional, Carney clarified. The Palestinian Authority must organize democratic elections in 2026, excluding Hamas from political participation. In addition, the future Palestinian state must commit to complete demilitarization.

“Much must still happen for a democratic, viable Palestinian state to emerge,” Carney acknowledged, noting that this recognition is a step toward preserving the two-state solution.

Canada’s decision follows similar announcements from France and the United Kingdom, as Western allies ramp up pressure on Israeli Prime Minister Benjamin Netanyahu’s government to agree to a ceasefire and commit to a long-term peace process.

  • France was the first major Western country to pledge recognition of Palestine at the September UN session.
  • UK Prime Minister Keir Starmer followed suit, warning Israel to end its Gaza offensive or face increased international isolation.

Carney confirmed he has spoken to both leaders to coordinate diplomatic strategies and preserve what he called the “rapidly closing window” for a peaceful resolution in the Middle East.

“We must not allow the facts on the ground—deaths, settlements, and land grabs—to render a two-state solution impossible,” he said.

Israeli Prime Minister Benjamin Netanyahu’s government strongly opposes the recognition of a Palestinian state, citing national security risks and rejecting international conditions. The administration has historically dismissed the two-state solution on nationalist and strategic grounds.
