
Indonesia Acquires Land to Build First Fully-Owned Hajj Village in Makkah

Jakarta — In a major step to enhance pilgrimage services, Indonesia has begun acquiring land in Makkah to build the country’s first fully owned Indonesian Hajj Village near the Grand Mosque (Masjid al-Haram). The initiative, led by the government under President Prabowo Subianto, aligns with Saudi Arabia’s upcoming reforms allowing foreign property ownership in the holy city.
The announcement was made by Minister of Investment Rosan Roeslani, who briefed the president at the Presidential Palace in Jakarta on Wednesday. According to Roeslani, Saudi authorities have granted Indonesia eight plots of land, ranging from 25 to over 80 hectares, within close proximity to Masjid al-Haram.
This groundbreaking initiative follows Saudi Arabia’s recent legal reforms, which will—starting January 2026—allow full foreign ownership of property in the holy city for the first time.
The Hajj Village plan, which was initially proposed by President Prabowo and approved in meetings with Crown Prince Mohammed bin Salman, marks a new chapter in Indonesia–Saudi Arabia relations and aligns with Saudi Vision 2030.
“This is a historic opportunity for Indonesia to improve the pilgrimage experience for millions of our citizens,” said Minister Roeslani during a press briefing at the Presidential Palace on July 30.
The designated land parcels include both flat and hilly terrains near Masjid al-Haram. Roeslani emphasized that all issues related to relocation and compensation of current residents will be handled entirely by the Saudi government, ensuring that the land is transferred in ‘clean and clear’ condition for immediate development.
Under the bilateral agreement, Indonesia is required to submit detailed masterplans and infrastructure designs by October 2025. The new complex will include:
- Pilgrim accommodations
- Catering and health facilities
- A cultural and commercial zone
- Year-round amenities for Umrah and Hajj pilgrims
A Danantara-led consortium, involving both state-owned enterprises (SOEs) and private firms, is expected to lead the construction phase, with financing shared between the central government and SOEs.
This development will mark the first time Indonesia fully owns property in Makkah, a monumental achievement for a country that sends one of the world’s largest contingents of Hajj pilgrims each year.
“The Indonesian Hajj Village will offer streamlined lodging, catering, and cultural experiences tailored specifically to our pilgrims,” Roeslani stated. “This flagship project shows our unwavering commitment to elevating the quality of religious services for our people.”
