European Leaders Weigh Security Guarantees for Ukraine as Paris Hosts Key Talks

London — European leaders are grappling with difficult choices as the UK and France host a coalition meeting in Paris to discuss future security guarantees for Ukraine, even as the war with Russia shows no signs of ending.

French President Emmanuel Macron and UK Prime Minister Keir Starmer have emphasized that any European-led security mission in Ukraine would require strong backing from Washington. But while US President Donald Trump has hinted at involvement, he has stopped short of pushing for a ceasefire or introducing tougher sanctions against Moscow.

Trump’s attempts to pressure Russian President Vladimir Putin into halting hostilities have also faltered. At their August summit in Alaska, the two leaders failed to reach common ground, and no breakthrough has been achieved in bringing Putin and Ukrainian President Volodymyr Zelenskyy to the negotiating table.

Experts warn that Europe risks planning for a mission without clarity on US commitments or the feasibility of a ceasefire.
“Talking about detailed operational planning when you don’t actually have your mission is, quite frankly, impossible,” said Ed Arnold, a European security expert at the Royal United Services Institute.

Former generals and analysts stress that without US guarantees, any European “reassurance force” deployed to Ukraine could lack credibility in deterring future Russian aggression.

While the UK, France, and Estonia have suggested readiness to deploy troops under a ceasefire agreement, Poland has ruled out participation, opting instead to strengthen NATO’s eastern flank.

“There is no suggestion that troops would be deployed without a ceasefire — it’s simply too risky,” noted François Heisbourg, adviser at the Foundation for Strategic Research in Paris.

Despite Zelenskyy’s willingness to engage in talks, both Moscow and Washington remain reluctant to commit to a peace framework, leaving the prospect of a ceasefire uncertain.
