Jerusalem: Israel’s latest proposal to forcibly relocate the entire population of Gaza into a restricted zone in Rafah has sparked international condemnation, with legal experts warning that the plan may constitute crimes against humanity under international law.
According to a report by Haaretz, Israeli Defense Minister Israel Katz revealed a plan to convert the ruins of Rafah into what he described as a “humanitarian city.” However, analysts and human rights organizations have denounced the proposal as a mass internment scheme targeting the entire Palestinian population of Gaza.
Katz reportedly informed Israeli journalists that the military has been instructed to establish a secure perimeter around the new encampment. Palestinians would be screened upon entry and would not be permitted to leave once inside. The initial phase would see 600,000 people relocated, primarily those already displaced in al-Mawasi, a makeshift coastal encampment.
International human rights groups have condemned the plan, stating it resembles tactics used in ethnic cleansing campaigns and violates the Geneva Conventions, which prohibit collective punishment and forced population transfers.
“This isn’t a humanitarian initiative — it’s a form of mass internment under military control,” said one legal scholar specializing in war crimes.
The announcement comes amid growing concerns over Israel’s military operations in Gaza, where civilian infrastructure has been devastated and over 1.8 million Palestinians are currently displaced due to ongoing conflict.
Experts warn that this move may escalate regional tensions, deepen the humanitarian crisis, and breach multiple international treaties, including those on refugee rights, freedom of movement, and protection of civilians during conflict.
