NATO Secretary-General Mark Rutte paid an unannounced visit to Ukraine on Tuesday, arriving in Odesa to demonstrate the alliance’s continued support for the war-torn country. His visit comes just hours after a brutal Russian missile strike on Sumy killed at least 35 civilians and injured over 100, marking one of the deadliest attacks in recent months.

During meetings with Ukrainian President Volodymyr Zelenskyy and senior officials, Rutte reaffirmed NATO’s “unwavering commitment” to Ukraine’s sovereignty and defense. He emphasized the urgency of reinforcing Ukraine’s air defense systems and ensuring timely delivery of military aid from NATO member states.

Rutte’s visit highlights growing European concern over the intensifying humanitarian crisis and Russia’s ongoing military escalation. It also comes amid controversy surrounding the United States’ muted response to the Sumy tragedy.

The U.S. stance has drawn criticism from European leaders and human rights groups, who argue that silence in the face of civilian casualties risks emboldening further aggression by Moscow.

The Sumy attack, carried out during Palm Sunday observances, involved ballistic missiles, and local officials suspect cluster munitions may have been used — a violation of international humanitarian law. Rescue operations continued into the night as emergency crews searched for survivors in the rubble.

President Zelenskyy renewed his call for faster Western assistance, warning that delays in support risk further civilian casualties. “Ukraine is standing strong, but we cannot do this alone,” he said during a joint press briefing with Rutte.

NATO’s show of solidarity and the EU’s unified condemnation of the strike signal increasing pressure on Western powers to act decisively. As the 90-day window for peace negotiations closes, Ukraine’s future — and the West’s resolve — hang in the balance.
