Netherlands Tightens Export Controls on Military and Dual-Use Goods to Israel
The Dutch government has announced a significant policy shift, tightening export controls on all military and dual-use goods destined for Israel, citing growing concerns over the ongoing conflict in Gaza and regional security.
In an official statement to the Dutch Parliament on Monday, Foreign Minister Caspar Veldkamp and Trade Minister Reinette Klever emphasized that all direct exports and transit shipments to Israel will now undergo individual scrutiny. These items will no longer be allowed under general export licenses.
“This step is necessary considering the current security situation in Israel, the Palestinian territories, and the wider Middle East,” the ministers stated. “All export requests will now be assessed individually to ensure compliance with European Union export control regulations.”
Key Changes:
– End of General Licenses: General export licenses will no longer apply to military and dual-use items destined for Israel. Exporters must apply for individual permits.
– Broader Scope: This includes not only weapons or equipment with clear military applications but also dual-use goods such as advanced communication and cyber-security technologies.
– Increased Oversight: Each application will be vetted in line with EU rules on arms export and international humanitarian law.
