Pakistan and Romania to Boost Cooperation in Science, Technology, and Innovation

ISLAMABAD — Pakistan and Romania are preparing to strengthen collaboration in artificial intelligence (AI), cybersecurity, renewable energy, and green innovation.

The initiative gained momentum during a meeting between Federal Minister for Science and Technology Khalid Hussain Magsi and Romanian Ambassador to Pakistan Dan Stoenescu, where both sides outlined a comprehensive roadmap for cooperation in science, technology, education, and innovation.

Ambassador Stoenescu confirmed Romania’s commitment to connecting Pakistan with major European Union-funded initiatives, including:
- Horizon Europe — a €95.5 billion research and innovation programme
- Erasmus+ — facilitating academic exchanges
- Digital Europe Programme — supporting digital transformation initiatives
These platforms would enable Pakistani universities, research institutes, and tech companies to participate in global research projects, high-tech ventures, and educational collaborations.
During the talks, Khalid Magsi was briefed on Romania’s rapidly expanding technology sector, which contributes over 6% to its GDP and employs more than 200,000 IT professionals. The country hosts leading global tech companies such as Microsoft, IBM, Amazon, and Oracle, and is home to billion-dollar “unicorns” including UiPath, Bitdefender, Elrond, and FintechOS.
Romania’s innovation hubs in Cluj-Napoca, Timisoara, Iasi, Brasov, and Bucharest are driving advancements in AI, blockchain, and digital transformation — a model Pakistan is keen to study and adapt.
Discussions focused on joint initiatives in:
- Software exports to European and Gulf markets
- Cybersecurity capacity building
- Academic exchange programmes
- Research collaborations in AI, IoT, blockchain, and e-governance
Ambassador Stoenescu proposed signing a Memorandum of Understanding (MoU) between Pakistan’s Ministry of Science and Technology and Romania’s National Authority for Digitalization and National Authority for Research.
He also suggested launching a Romania–Pakistan Science and Technology Forum, with a strong emphasis on IT sector linkages.
“Romania is ready for practical, results-oriented cooperation that supports Pakistan’s innovation goals while strengthening our bilateral ties,” Ambassador Stoenescu stated, inviting Minister Magsi to visit Romania’s leading research centers, universities, and tech parks.
Minister Magsi praised Romania’s transformation into a knowledge-based economy and expressed Pakistan’s eagerness to learn from Romania’s experience in developing a sustainable and competitive technology sector.
