
Pakistan Urges Bold Global Action to Protect Oceans at UN Conference in France

Pakistan has called for ambitious and coordinated international action to safeguard the world’s oceans for future generations. The appeal was made by Pakistan’s Ambassador to France, Mumtaz Zahra Baloch, during her address at the Third United Nations Ocean Conference, currently underway in Nice, France.
Ambassador Baloch emphasized Pakistan’s ongoing efforts to combat the degradation of marine resources and ecosystems. She underscored that isolated national initiatives are insufficient and highlighted the importance of unified global strategies to ensure the sustainable use of coastal and marine resources.
She called on the international community to adopt scaled-up means of implementation—including increased financing, technology transfer, and capacity building—to effectively protect oceanic environments.
The ambassador announced Pakistan’s intent to become a signatory of the Biodiversity Beyond National Jurisdiction (BBNJ) Agreement, reflecting its commitment to responsible ocean governance.
She also reaffirmed the relevance of the principle of Common But Differentiated Responsibilities and Respective Capabilities (CBDR-RC), stressing its importance in addressing the shared challenge of climate change and marine conservation.
Ambassador Baloch raised serious concerns over the ecological implications of unilateral actions taken by a neighboring country, which have disrupted long-standing cooperative water-sharing arrangements. She warned that such moves threaten the fragile ecosystem of the Arabian Sea.
She urged the international community to condemn the “weaponization of water” and to uphold international laws and treaty obligations that safeguard regional cooperation and environmental sustainability.
