President Signs Bill Banning Child Marriages in Pakistan

ISLAMABAD — President Asif Ali Zardari has officially signed into law the Child Marriage Prohibition Bill, marking a significant legislative step to combat underage marriages in Pakistan. The bill was initially tabled in the National Assembly by PPP MNA Sharmila Faruqi and in the Senate by Senator Sherry Rehman.

Under the newly enacted law, marriage registrars are strictly prohibited from officiating any marriage where one or both parties are under the age of 18. Violators, including Nikah registrars, will face up to one year in prison and a fine of PKR 100,000.

Additionally, the law stipulates that any adult male marrying an underage girl will be subject to a rigorous imprisonment of up to three years. Parents or guardians found facilitating or failing to prevent a child marriage will also be held liable and face similar punishments, including a financial penalty.

Courts are now authorized to intervene proactively. If credible information about a potential child marriage is received, the court can issue immediate orders to halt the union. Moreover, to ensure whistleblower protection, the law allows informants to keep their identity confidential under court protection.

The legislation comes amid increasing national and international pressure to address child marriage, which remains a deeply rooted issue in parts of the country. The move has been praised by child rights advocates and legal experts as a progressive measure aimed at safeguarding children’s futures.

Prominent figures, including actress Saba Qamar, have previously called for urgent action against child marriage, highlighting the severe psychological and physical impact on young girls forced into early unions.

The enforcement of this law is expected to be a cornerstone in promoting child rights and aligning Pakistan’s legal framework with international human rights standards.
