
Romania Summons Russian Ambassador Over Missile Strike in Ukraine

Bucharest — Romania’s Foreign Ministry has summoned Russian Ambassador Vladimir Lipayev to lodge a strong protest after reports that a missile strike in Ukraine damaged the European Union mission building in Kyiv.
The meeting came after media outlets reported that the August 28 Russian missile attack struck near the EU mission. Romanian officials expressed deep concern and condemned what they described as an attack that endangered diplomatic premises.
Ambassador Vladimir Lipayev dismissed the allegations, calling them “unfounded” and “distorting the actual situation.”
“The accusations against Russia voiced during the meeting were rejected as groundless,” Lipayev told Media News Agency.
The Russian government insists its forces target only Ukrainian military infrastructure and logistics facilities.
Russian Foreign Ministry Spokeswoman Maria Zakharova argued that civilian damage results from Ukraine’s own air defense systems and electronic warfare deployments.
“Any harm to civilian infrastructure arises from Kiev’s deployment of air defense systems,” Zakharova said, adding that EU officials were fueling “hype” over alleged Russian strikes on non-military targets.
She also accused the European Union of double standards, highlighting what she described as the EU’s silence on Ukrainian attacks on Russian civilian infrastructure and cross-border drone strikes.
The incident has heightened diplomatic tensions between Russia, Romania, and the EU, with Brussels expected to issue a response. Analysts note the attack comes amid ongoing intensification of Russian missile strikes on Ukraine’s capital and growing Western pressure to bolster Kyiv’s air defenses.
