High-level negotiations between the United States, Russia, and Ukraine resumed in Saudi Arabia on Monday, aiming to secure a ceasefire in the ongoing conflict.

The talks, held at a technical level, follow discussions on Sunday between American and Ukrainian officials focused on safeguarding energy infrastructure and critical facilities in Ukraine. Sources suggest that additional meetings may be scheduled as all sides seek a breakthrough.

US Special Envoy Steve Witkoff expressed optimism about reaching an agreement, particularly regarding a ceasefire in the Black Sea, which could pave the way for a broader cessation of hostilities. “I believe President Putin is open to peace,” Witkoff stated, hinting at potential progress in Riyadh.

Key Issues on the Agenda

Discussions include:

  • Black Sea maritime security to ensure the safe passage of ships.
  • Frontline stabilization through mechanisms to freeze territorial positions.
  • Humanitarian concerns, including the status of Ukrainian children taken to Russia.

White House National Security Adviser Mike Waltz noted that the talks will focus on establishing confidence-building measures before advancing toward a full ceasefire agreement.

Dr. Abdulaziz Sager, Chairman of the Gulf Research Center, emphasized Saudi Arabia’s critical role in facilitating dialogue. While Washington continues to support Kyiv, he suggested that shifting US policies under the new administration could influence Moscow’s stance on negotiations.

With tensions high and multiple geopolitical interests at play, the road to peace remains uncertain. However, the renewed diplomatic push signals a potential turning point in efforts to end the conflict.
