Sudan’s Military Chief Names Dafallah Al-Haj Ali as Acting Prime Minister Following Recapture of Khartoum

Sudan’s Army Chief General Abdel Fattah al-Burhan has appointed veteran diplomat Dafallah Al-Haj Ali as Acting Prime Minister.
A formal statement from the Transitional Sovereign Council, chaired by Burhan, also confirmed the appointment of senior envoy Omar Seddik as Minister of Foreign Affairs.
This political move follows the army’s major operation in March 2025, when government forces expelled the Rapid Support Forces (RSF) from significant zones in the capital. Although the RSF has lost ground in central Sudan, its presence remains deeply rooted in western regions of the country.
The conflict between the Sudanese Armed Forces and the RSF erupted in April 2023, largely due to disagreements over merging the RSF into the regular military. The two sides had previously cooperated to remove the civilian government established after the 2019 fall of Omar al-Bashir.
In February 2025, General Burhan announced the interim constitution would be amended, eliminating civilian and RSF participation in governance. Under the new framework, the military assumes full control, with the authority to appoint a technocratic prime minister, who will then form the cabinet.
Burhan’s appointment of a transitional premier and foreign minister reflects a wider military strategy to centralize power and stabilize administrative functions. Government sources suggest additional cabinet positions will be filled in the coming weeks.
The Sudanese Armed Forces (SAF) continue operations in RSF-controlled areas, particularly in Darfur and parts of Kordofan, as humanitarian agencies raise concerns over access to affected populations.
