Washington — U.S. President Donald Trump has said that Russian President Vladimir Putin is willing to accept security guarantees for Ukraine, a move he described as a “significant step” toward ending the ongoing war. However, Trump also suggested that “possible exchanges of territory” could be part of any final agreement — a proposal likely to alarm Kyiv and its European allies.
The comments came during a high-profile White House summit with Ukrainian President Volodymyr Zelenskyy and several European leaders, including French President Emmanuel Macron, German Chancellor Friedrich Merz, and UK Prime Minister Keir Starmer.
Trump told reporters that he does not view a ceasefire as essential for reaching a peace agreement. “I’d prefer a ceasefire, but as of this moment, it’s not happening,” he said, stressing that negotiations could still succeed.
The U.S. president also argued that Europe should bear most of the responsibility for Ukraine’s long-term security. “I think the European nations are going to take a lot of the burden. We’re going to help them, but they’ll do the heavy lifting,” Trump said.
He added that he believes the war could be brought to an end soon, saying peace is “within reach.”
European leaders, however, voiced strong support for at least a temporary halt to fighting. Macron stressed that “everybody around this table is in favour of peace,” insisting that security guarantees for Ukraine are about the stability of the entire European continent.
German Chancellor Merz openly broke with Trump’s stance, calling for a ceasefire no later than the next round of talks. “To be honest, we all would like to see a ceasefire … I can’t imagine the trilateral meeting will happen without one,” he said, urging Trump to press Moscow harder.
President Zelenskyy described his meeting with Trump as “constructive,” welcoming U.S. and European pledges of long-term security guarantees. However, he did not say whether Kyiv was prepared to consider any territorial concessions to Russia.
“Ukraine’s security depends on the United States and our European partners,” Zelenskyy said. “This strong signal of support is very important.”
