Ukraine and Europe Warn Trump: No Alaska Peace Deal Without Kyiv

Berlin — Ukrainian President Volodymyr Zelensky and top European leaders have urged US President Donald Trump not to finalize a Ukraine-Russia peace agreement with Vladimir Putin during their upcoming Alaska summit without Kyiv’s direct involvement.

The warning came during a virtual summit hosted by German Chancellor Friedrich Merz, attended by Trump, Zelensky, and leaders from France, Italy, Poland, Finland, NATO, and the EU. European officials fear Moscow will attempt to sway Trump into accepting a settlement on Russia’s terms, including possible territorial concessions.

French President Emmanuel Macron said Trump was “very clear” that Ukraine’s territorial integrity could not be negotiated without Zelensky’s consent. Trump told reporters the Alaska talks might be followed by a direct Putin–Zelensky meeting “almost immediately.”

“There’s a very good chance we’re going to have a second meeting which will be more productive than the first,” Trump said at the Kennedy Center, adding that his initial goal is to “find out where we are.”

Sources familiar with the call said Trump indicated he would press Putin for an unconditional ceasefire, calling it a gesture of goodwill, while stressing that Ukraine’s borders are not his to negotiate.

Following the meeting, Zelensky outlined five shared principles for the Alaska negotiations:

  1. Immediate ceasefire
  2. Reliable security guarantees
  3. Ukraine’s participation in all talks
  4. No Russian veto over Ukraine’s NATO/EU path
  5. Tougher sanctions if no ceasefire is reached

“Everything concerning Ukraine must be discussed exclusively with Ukraine,” Zelensky stressed, calling for a trilateral format involving Washington, Moscow, and Kyiv.

Chancellor Merz reiterated that any legal recognition of Russian-occupied territory was “not up for discussion.” This comes after reports that Putin proposed Ukraine cede the Donbas region in exchange for a ceasefire—a plan Kyiv has firmly rejected.

Trump previously floated the idea of “land swapping,” but European leaders insist the sequence must be ceasefire first, then negotiations.

Zelensky dismissed Putin’s claims that sanctions are ineffective:

> “Sanctions are hitting Russia’s war economy hard. Putin can’t fool anyone.”

A European diplomat said secondary sanctions could be imposed if the Alaska talks fail, referencing Trump’s recent 25% tariff on India over purchases of Russian oil as proof economic measures can shift policy.
