The United Nations General Assembly has overwhelmingly endorsed a landmark declaration calling for “tangible, time bound, and irreversible steps” toward a two-state solution between Israel and the Palestinians, marking a pivotal moment ahead of high-level talks later this month.
In a decisive session on September 12, 2025, the 193-member UN General Assembly approved the resolution with 142 votes in favor, 10 against, and 12 abstentions. The declaration stems from a July conference on the Israeli-Palestinian conflict, jointly hosted by Saudi Arabia and France, though Israel and the United States boycotted the event.
The resolution urges the immediate end of the Gaza war and supports a temporary international stabilization mission under a UN Security Council mandate.
The vote comes just days before a September 22 UN General Assembly meeting, where several Western nations — including Britain, France, Canada, Australia, and Belgium — are expected to formally recognize a Palestinian state, further shifting diplomatic dynamics.
The declaration strongly condemns Hamas’s October 7, 2023, attack on Israel, which killed 1,200 people and resulted in more than 250 hostages. At the same time, it denounces Israel’s military strikes, siege, and starvation tactics in Gaza, which local authorities say have killed more than 64,000 civilians and triggered a humanitarian catastrophe.
French Foreign Minister Jean-Noel Barrot highlighted that the resolution formally isolated Hamas, saying it was the first time the UN had directly called for its disarmament.
While Gulf Arab states supported the resolution, the US and Israel rejected it, with Washington calling it “a misguided publicity stunt” that undermines peace efforts. Israeli Ambassador Danny Danon dismissed the vote as “theater,” insisting the only beneficiary was Hamas.
Meanwhile, US diplomat Morgan Ortagus warned that the resolution “emboldened Hamas” and damaged prospects for peace.
